Major General B. A. Schriever takes on initial responsibility for the Manned Military Space System Program. In an attempt to define more clearly the role of the ballistic missile division in space projects, Major General B. A. Schriever, division commander, outlined his understanding that he was assigned initial responsibility for "planning, initiating and managing the Manned Military Space System Program. " Planning had advanced to the point of contractor selection, awaiting only allocation of sufficient funds to begin the Man-In-Space-Soonest program. Moreover, General Schriever was arranging to meet with Dr. H. L. Dryden of the National Advisory Committee for Aeronautics, "... at the earliest practicable time," to establish the highest level of support and mutual cooperation possible. Working level conferences were already underway to develop concrete application of this cooperative interest in the program. Amendment No. 6 to the Gemini launch vehicle procurement contract assigned $2.609 million to fund the construction necessary to convert pad 19 at Cape Canaveral for Gemini flights. The Air Force had originally constructed pad 19 for the Titan I development program. Following the final Titan I development flight (January 29) from the Cape, design of the required modifications had begun in February. In April, Gemini Project Office decided that Pad 19 would have an erector rather than a gantry, the upper third of which would be designed as a white room. The final design review of pad 19 modifications took place July 9-10, and the Army Corps of Engineers awarded the construction contract to Consolidated Steel, Cocoa Beach, Florida. Construction began in September. Work was completed and pad 19 was activated on October 17, 1963.
At 4:49 p.m. EDT on May 21 the spacecraft was inserted into a lunar orbit of 110.4 by 315.5 kilometers. After two revolutions of tracking and ground updates, a maneuver circularized the orbit at 109.1 by 113.9 kilometers. The Soyuz 9 crew trains with the bungee arrangements they'll have to exercise with twice a day while in space. They will have to work constantly in order to fight off the effects of sustained zero-gravity. Dysentery has broken out in the Tyuratam garrison. The cosmonauts are given prophylactic measures so that they won't get the bug. A Zenit spy satellite is launched from Area 2. There is some damage to the pad that will require repair, but nothing substantial. The OK is given for Soyuz 9 to launch from the pad. That evening the movie is West German - 'What does a woman do, when her husband disappears?'. At 23:00 the Soyuz 9 crew views the night sky, spotting constellations and guide stars.
The Salyut crews arrive at Tyuratam and see the new reinforced docking system for the first time. Then they go to Area 2 to prepare their flight plans. Aferwards they train from 20:00 to 24:00 aboard Soyuz 11. But due to the parallel work on revising the Igla system, the systems are not all updated yet. The cosmonauts have no confidence in the new system, and can only say they 'probably' have a better chance of success in docking than before.
