Air Force Space Systems Division's cost-plus-fixed-fee contract with Aerojet-General for engines and related aerospace ground equipment for the Gemini launch vehicle was replaced by a cost-plus-incentive-fee contract. Contract negotiations had been conducted between May 25 and June 17, 1964. The final contract covered the procurement of 14 sets of engines (one set had already been delivered) and associated equipment during the period from July 1, 1963, through December 31, 1967. Cost, performance, and schedule incentives made possible a maximum fee of $5,885,250 versus a minimum fee of $1,177,050. The initial target cost was $39,235,000 with a target fee of $3,138,800.
Suggestions for the cause of the failure included incorrect soldering of wires in multiple pin plugs, wrong attachments of the plugs to the pyrotechnic connectors, or a mix-up of the pyrotechnic connectors during assembly.. Investigation of the upper atmosphere and outer space.
Apollo Program Director Phillips wrote MSC Director Gilruth concerning the April 10 proposal for a two-burn lunar orbit insertion (LOI) maneuver and a spring ejection of the LM from the spacecraft-lunar module adapter. Phillips agreed to the two-burn LOI in place of the originally planned one burn if results of an analysis should prove the requirement. He specified that an analysis be made of the tradeoffs and that the analysis include the risk of crash, the assumed risks due to lengthening the lunar orbit time (about four hours), and risks due to an additional spacecraft propulsion system burn, as well as the effect of the lunar gravitational potential on the ability to target the LOI maneuver to achieve the desired vector at the time of LM descent. The proposal for spring ejection of the LM from the SLA was approved with the provision that a failure analysis be made in order to understand the risks in the change.
Today the Soyuz 9 crew set a new space endurance record. Everything is normal aboard the spacecraft, except for the failed telemetry commutator and the engaged ASP switch. What would now be needed, notes Kamanin, are new Soyuz spacecraft to extend the duration in space gradualy to 30, 40, 50, and then 60 days. But there are no new spacecraft - Kamanin's plan for construction of an additional ten Soyuz was blocked. Grechko and others in the leadership want a big greeting ceremony for the crew in Moscow, but Kamanin only wants the crew in the hands of the doctors for the first 10 to 12 days after the flight. At 15:00, Mishin and Kerimov, following their bosses' orders from Moscow, announce that they want to extend the flight to 20 days.
At the 08:00 comms session Volkov is on duty, while Dobrovolsky and Patsayev sleep. Kamanin notes that to Volkov everything in his account of the previous day's emergency is 'I' - 'I' decided, 'I' did, etc. Mishin expresses his opinion that the flight commander must make all the decisions; to which Volkov answers 'the whole crew decides things together'. The tracking team, however, considers him too independent and emotional, a person who won't recognise or acknowledge his errors. The State Commission meets at 11:00 and decides there is nothing to prevent the mission continuing. However it is decided to shut down all scientific equipment. They will be turned back on one by one in an attempt to find the origin of the burning.

International Space Station flight controllers prepared to maneuver the station slightly last weekend to avoid a possible close pass by orbital debris, but the maneuver was not carried out and ultimately was not required as the debris passed a harmless distance from the station early Sunday morning.
