Trevor Gardner, Assistant Secretary of the Air Force for Research and Development, requested that a working group be formed to evaluate the ballistic missile program. Such an evaluation was necessary to assure that the administrative management and control procedures of the program would allow the full project acceleration as directed by President Eisenhower and the National Security Council on 8 September. Accordingly, a committee was established under Hyde Gillette, Deputy for Budget and Program Management, to evaluate these procedures and to recommend means for reducing administrative delays that might impede attainment of the earliest possible operational capability of Atlas.
A formal agreement was signed by the United States and South Africa providing for the construction of a new deep-space tracking facility at Krugersdorp, near Johannesburg. It would be one of three stations equipped to maintain constant contact with lunar and planetary spacecraft.
Mercury-Atlas 4 (MA-4) was launched from Cape Canaveral with special vibration and noise instrumentation and a mechanical crewman simulator aboard in addition to the normal spacecraft equipment. This was the first Mercury spacecraft to attain an earth orbit. The orbital apogee was 123 nautical miles and the perigee was 86 nautical miles. After one orbit, the spacecraft's orbital timing device triggered the retrograde rockets, and the spacecraft splashed in the Atlantic Ocean 161 miles east of Bermuda. Recovery was made by the USS Decatur. During the flight, only three slight deviations were noted - a small leak in the oxygen system; loss of voice contact over Australia; and the failure of an inverter in the environmental control system. Overall, the flight was highly successful: the Atlas booster performed well and demonstrated that it was ready for the manned flight, the spacecraft systems operated well, and the Mercury global tracking network and telemetry operated in an excellent manner and was ready to support manned orbital flight.
At a meeting of the General Staff on space plans, it was reported that the Ministry of Defence supported completion of two additional Vostok spacecraft to allow four Vostok flights in 1963. But Malinovskiy was adamant: the Vostok fullfilled no military objectives, would not be accepted for military use, and he would recommend to the Military Industrial Commission that the additional flights be rejected. Kamanin noted that history was repeating itself - fifty years earlier Tsarist generals had rejected the acquisition of aircraft by the Imperial Russian Army.

ASPO Manager Joseph F. Shea announced a new plan for controlling the weight of Apollo spacecraft. Every week, subsystem managers would report to a Weight Control Board (WCB), headed by Shea, which would rule on their proposals for meeting the target weight for their systems. Three task forces also would report to the WCB on the way to lighten the spacecraft:
The general staff's space plans are impressive - in 1968-1975 they foresee no less than 20 Almaz space stations, 50 military 7K-VI missions, 200 Soyuz training spacecraft flights and 400 Soyuz space transport flights. This is based on the assumption that the crew of the military space stations will have to be rotated every 15 days. That will require 48 transport spacecraft per year, implying not less than 30 ready crews with 3 cosmonauts in each crew (this in turn implies each each cosmonaut will fly a space mission 1.5 times per year). Since supplies will have to be delivered to the stations, that will require another 200 additional transport spacecraft launches. And all of this is aside from civilian Soyuz flights, L1, L3, and various other civilian spacecraft - implying a total of 1000 launches in the period. This will require 800 Soyuz-class launch vehicles, 100 Protons, and 10 to 12 N1 boosters. The inevitable conclusion for Kamanin is that most of the transport launches should be made by a reusable winged spacecraft, air-launched from an An-22 heavy transport. This is the goal of the Spiral project. By 1975 Kamanin sees a requirement for 400 active cosmonauts, organised in two to three aerospace brigades, supported by10 aviation regiments, and including the TsPK training centre -- altogether 20,000 to 25,000 men. 250 million roubles will be needed to build new aerodromes and facilities alone, all chargeable to the VVS. Total cost will run into tens of billions of roubles per year.
200 aircraft and helicopters are ready for the L1 launch, as well as eight ships in the Indian Ocean. The latter are spaced at 300 km intervals in an area 2500 km long x 400 km wide along the re-entry trajectory. There are Ka-25 helicopters aboard only three of the ships. For manned flights, a minimum of nine ships, all equipped with helicopters, plus a long range Tu-95 search aircraft will be required. But this has been recommended 20 times by Kamanin, and rejected 20 times by the Ministry of Defence. Later the L1 State Commission meets in the new three-story building at Area 81. Launch is set for 15 September at 00:42:10.6, which will mean a night landing at 19:00 on 21 September. The capsule has no visual lights or beacons, which will make it very hard to locate. But Mishin is adamant he cannot change the landing time.
Discussions confirmed that there was reasonable assurance that an Apollo-Soyuz Test Project (ASTP) revisit to Skylab in mid-1975 was feasible. However, such a dual mission would create a significant planning problem for the operations team and would introduce many new considerations to the inflight planning and execution because of uncertainties in the orbital mechanics.

The fifth resident crew on the International Space Station completed 100 days in space at 4:23 p.m. CDT today as it wrapped up a week that saw the first-ever on orbit operational use of ultrasound for medical diagnosis. The busy week also included completion of the first materials science experiment in the station's new Microgravity Sciences Glovebox, a reboost of the station's orbital altitude, and a day of robotic arm activity.
