LtGeneral Samuel E. Anderson, Commander, ARDC, notified Air Force Vice Chief of Staff, General Curtis E. LeMay, that he had instructed AFBMD to establish and man an organizational element for space systems development because of the increased Air Force concern with military space programs.
MSC received proposals for the visual displays for the LEM simulator. Because of the changed shape of that vehicle's windows, however, Grumman had to return those proposals to the original bidders, sending revised proposals to MSC in December. Farrand Optical Company was selected to develop the display, and the Center approved Grumman's choice. Negotiations between Grumman and Farrand were completed during March 1964.
Tests of the spacecraft at Baikonur showed 40 to 60 defects, requiring replacement of 17 to 25 equipment items. This demonstrates the poor quality of final assembly and test at TsKBEM and inadequate measures to protect the spacecraft during storage and transport to the launch site. Soyuz 6 is to launch on 4-6 October, followed by another spacecraft each day thereafter. Nixon has invited two cosmonauts to visit the USA in November -- this is seen by Kamanin as the work of Borman to reciprocate for his visit to the USSR in February.
Soyuz 15 was to conduct the second phase of manned operations aboard the Salyut 3 military space station, but the Igla rendezvous system failed and no docking was made. The two day flight could only be characterised as '... research in manoeuvring and docking with the OPS in various modes, and development of methods for evacuation and landing from space complex in new conditions....'
As Chelomei had complained, Soyuz had no reserves or backup systems for repeated manual docking attempts and had to be recovered after a two-day flight. The state commission found that the Igla docking system of the Soyuz needed serious modification. This could not be completed before Salyut 3 decayed. Therefore the planned Soyuz 16 spacecraft became excess to the program (it was later flown as Soyuz 20 to a civilian Salyut station, even though over its two year rated storage life).

The launch from Baykonur of Soyuz-TM22 is still on schedule for 3.09.95 at 0900 UTC. Soyuz-TM22 will carry the relief crew (the 20th Main expedition) to the Mir-station together with the ESA astronaut, the German, Thomas Reiter. The Russian crew consists of the Mir's captain Yuriy Gidzenko, who will make his first spaceflight, and the board-engineer Sergey Avdeyev, who already made 1 spaceflight. This crew and the stand-in crew flew to Baykonur on 23.08.95 to accomplish their final training.
Mir: During the past weeks the complex passed during the night hours. Meanwhile the passes shifted to the afternoon en evening hours. The clear skies during the evenings made good visual observations possible. The cosmonauts executed a lot of experiments and repairs. They installed new gyrodynes in Module-D and resolved airseal problems. Probably one or more gyrodyne cases showed leaks. The cosmonauts solved this problem using a lute named 'germetik'. They did this by putting this lute around some leaking electric sockets.
Scarce information: During the past weeks it was difficult for me to maintain sufficient grip on the Mir-operations. This due to family circumstances, the night passes of the complex and the capricious behaviour of the geostationary satellite Altair. (see File ALTC2054.TXT.)

The astronauts used Russian spacesuits Orlan-M No. 14 and 12. The Pirs airlock hatch was opened at 0527. The pair installed a storage locker on Zarya, changed out some sample trays for exposure experiments, and mounted two amateur radio antennae on the station.
