Ukrainian earth resources radar satellite. First prototype of Okean series. Development of methods for obtaining operational information on the Pacific Ocean. Ocean Observation satellite built by KB Yuzhnoye, Russia. Launched 1979 - 1980.

The Okean's instruments were evidently mounted on a Meteor 3 bus. Instruments did not include the RLSBO side-looking radar. Therefore it would have been equipped with:
- SM-5 magnetometer
- RM-0.8 scanning radiometer with a swath width of 550 km and a resolution of 25 km
- MSU-M 4-band multispectral scanner with a swath width of 1900 km and a resolution of 1.8 km
- MSU-S 2-band multispectral scanner with a swath width of 1100 km and a resolution of 410 m
