Cybernetician. Born in Rongcheng, Shandong Province. Graduated from the Department of Mathematics and Mechanics, Moscow University, former USSR in 1960. Received engineering degree, candidate Ph.D. and Ph.D. from Baumman Advanced Institute of Technology, Moscow in 1958, 1960 and 1963, respectively. Research professor, State councilor and commissioner, State Science and Technology Commission.
Song was engaged in optimum control theory in the 1960s and obtained a series of important achievements. Later, he studied distributed parameter control theory, established models of controlled objects described by partial differential equations with controller described by ordinary differential equation, and solved theoretical problems of stability, point-wise observation and point control of these systems. In the 1970s, he revised and expanded the Engineering Cybernetics written by Prof. Qian Xuesen and further developed cybernetics. After 1980, he established a new discipline on population control theory, which combined natural science with social science and has important significance to the population control issue in China and many developing countries. He made important contributions in the design of control system of several types of missiles including antiballistic missiles and in the organization of launching and final positioning of communication satellites.
He was elected Member of the Chinese Academy of Sciences in 1991.
