Hubert H. Humphrey (D-MN) served in the U.S. Senate, 1949-1964 and 1971-1978. As senator he pressed for the creation of a cabinet-level Department of Science and Technology in early 1958 that was defeated by the president's proposal to establish NASA. He was vice president of the United States between 1965 and 1968
