Born: 1929. Birth Place: Troy, Ohio.

Fagan, son of an electric office clerk, attended Miami University in Ohio, graduating in 1952. He then worked for General Electric at their Evandale facility as a J-47 turbojet Test Engineer. In 1955, he was hired by Convair as a test engineer for the Atlas ICBM program. He moved from Ohio to California, working until 1959 at Edwards on the Atlas captive and static tests, and then at Vandenberg for the initial flight tests in 1959-1961. Fagan was Convair's Chief of Test Operations in San Diego for the operational Atlas missiles before becoming Convair's Base Manager at Vandenberg in 1964, and later Director of Operations at Convair's Kearny Mesa facility. Fagan participated in Convair's space shuttle study and proposal work in 1969, before leaving for the Systems Development Corporation in Santa Monica. He worked at SAIC briefly before being named a vice-president at Amex/Allied Signal in 1980. After three years there, he moved to Tracor, eventually becoming its president. After retirement, he became a consultant, planning and overseeing installation of Kistler's booster launch facilities at Woomera, Australia, in 1997-2002.
