The Pallada network was devised by the Moscow Radio Communications Research Institute for Commonwealth of Independent States communications services, including voice, telegraph, fax, and data transmissions. The constellation of 36 spacecraft would orbit the Earth at an altitude of 1,640 km at an inclination of 63 degrees and would employ C- band channels. No funding was forthcoming.
