Herbert F. York had been associated with scientific research in support of national defense since World War II. He was director of the Livermore Radiation Laboratory for the University of California before moving to the Department of Defense in March 1958 as chief scientist of the Advanced Research Projects Agency. He became the Department of Defense's director of research and engineering in December 1958, during a Department of Defense reorganization; this was the third-ranking civilian office after the secretary and deputy secretary of defense. He served as director of defense research and engineering until 1961. He then moved to the University of California, San Diego, as chancellor and professor of physics. He also served as a member of the President's Science Advisory Committee under both Eisenhower and Johnson and was later chief negotiator for the comprehensive test ban during the Carter administration
