Medical expert. Born in Chongqing, Sichuan Province. Studied from 1923 in the medical schools of Tongji University and Zhongshan University. Received MD from the Medical School of Tokyo Imperial University, Japan in 1931. Professor, Chinese Academy of Medical Sciences and one of the founders of the public health work in the people's army of China.
In the 1930s, Shen introduced the public health care work of the former Soviet Union, set up the Tianjin Clinic under the North Bureau of the Chinese Communist Party and published the Journal of Medical Knowledge. He joined the New Fourth Army at Hankou in 1937, took part in the preparation for the establishment and was appointed chief of the Military Medicine Division of the New Fourth Army. He was the director of the Public Health Department of the New Fourth Army after the Wan Nan Incident. He arrived at Yanan in 1943 and became the first deputy director of the Public Health Department of the Central Military Commission. He raised and transported lots of urgently needed medicine and medical apparatus to the liberated areas and mobilized a large number of scientific and technical personnel to work there. He was the first president of the Chinese Academy of Medical Sciences and made contributions to the public health work of the People's Republic of China.
He became Member of the Chinese Academy of Sciences in 1955.
