Robert J. Lacklen had joined the NACA in 1945 as classification and organization officer. He became head of the NACA personnel administration two years later. When NASA succeeded the NACA, he became director of the personnel division, a position he held until 1964, when he resigned to become head of a personnel research institute at the Richardson Foundation in Greensboro, North Carolina.
