Richard JH Barnes American Manager. . Director at NASA in 1980's.

Richard J.H. Barnes was director of the International Affairs Division of the Office of External Relations at NASA throughout much of the 1980s. He had been a long-time NASA official, first coming to the agency in 1961 to work in international programs.
